House Bill 51 (PN 62) would amend the Human Services Code to allow presumptive eligibility for Medicaid home care and home health services.  The legislation is intended to prevent the institutionalization of individuals eligible for medical assistance nursing facility services who want to receive care at home.             It would provide greater access to in-home care for those desiring to remain in their own home, instead of in a more restrictive and costly institutional setting.  Studies have demonstrated that not only does home care improve a person's quality of life, but it also saves tax dollars. Care in the home setting also honors a person's wishes for independence and dignity.
