"Over the past decade, it's become increasingly apparent that Washington has no appetite for fiscal restraint," wrote former Heritage Action vice president and current deputy director of the White House Office of Management and Budget Russ Vought. "President Trump stands ready to put our fiscal house back in order and put the American taxpayer first."

On May 8, President Trump exercised his authority under the Impoundment Control Act of 1974 and formally requested that Congress rescind $15.4 billion in "unobligated balances," temporarily freezing the funds from being spent and creating a 45-day window for Congress to pass a bill to rescind the money. The deadline for Congress to act is June 22. 

Yesterday, Sen. Mike Lee and eight original cosponsors introduced the Senate version of the President Trump's rescissions recommendation to cut $15.4 billion in wasteful spending. The "Spending Cuts to Expired and Unnecessary Programs Act" (S. 2979) would return that money to taxpayers and build momentum to further reduce federal spending.

Today is the day for congressional Republicans to fulfill their campaign promises and put an end to wasteful government spending. S. 2979 and its companion bill in the House (H.R. 3) are a great first step. We must do everything we can to voice our support for these bills.

In Ireland's supposed emergence from backwardness, a blind eye has been turned to certain recent developments.

"Around 400 A.D., a 16 year old of Roman heritage was kidnapped and sold into slavery.  Though he escaped six years later, a love for the people of his captive land was planted in his heart.  A few decades later, Patrick returned as a bishop to Ireland - to what was then considered the outskirts of Western Civilization - intent on converting her to Catholicism.  He left a lasting impression.  Soon after Patrick, Anita McSorley tells us that Ireland saw an end to the slave trade and an end to human sacrifice; Patrick followed Christ's great commission to bring the Gospel to what was then considered the ends of the earth.

"Fast forward through Catholic Ireland's hay day of monasteries and shrines (cf, Thomas Cahill, How the Irish Saved Civilization: The Untold Story of Ireland's Heroic Role From the Fall of Rome to the Rise of Medieval Europe, 1996), through the suppression of Catholicism after King Henry VII (cf., Christopher Check, The Great Divorce: The Evil Fruits of Henry VIII's Adultery, 2007), and to the early 19th century, we find that religious practice in Ireland had greatly waned.  Center City's Irish Memorial also reminds us of "

‘Ireland's Great Hunger of 1845 - 1850 when more than one million Irish were starved to death and another million forced to emigrate’ (So many of the ‘sons and daughters’ of Saint Patrick now call America their home.).

"Less well known than Patrick or the Great Hunger is Cardinal Paul Cullen's mid to late 19th century religious revival, returning Irish religious practice to what was intended by Saint Patrick.  In 1972, University of Chicago historian Emmet Larkin coined the term, ‘Devotional Revolution,’ to explain this Cullen-led revival, which resulted in the vast majority of Catholic Ireland going to Sunday Mass for more than 100 years!....

"religious practice has again greatly waned in the early 21st Century....there is now an anti-Catholicism frequently exhibited by people of Catholic heritage.  Early 19th Century apathy has been replaced by early 21st Century hostility. 

"Ireland saw an economic hay day in the 1990s, which seemed to usher in a secularization of the society.  At the same time, it is undeniable that scandals of clerical sexual abuse and institutional abuse have also led to diminished religious practice among Irish Catholics and their Irish-American Catholic cousins (cf, How Catholicism Fell from Grace in Ireland, Chicago Tribune, 7/9/06; John P. McCarthy, What Happened to Catholic Ireland, Homiletic and Pastoral Review, 3/6/14).  Father Tom Forde, OFM Cap....points to the earlier beginnings of a rejection of moral teaching, which was to result in a loosening of Ireland's restrictions on contraception (and later to divorce and abortion): ‘faith does not thrive under disobedience’" (B.C. Courier Times, 3/11/15)
Among those with little appreciation for reality, the Republic of Ireland is often portrayed as just emerging from backwardness, because contraceptives were illegal until 1979, divorce was illegal until 1996, marriage was recognized as only between individuals of the opposite sex until 2015, and Ireland's constitution offered protections for preborn children till 2018.  In this supposed emergence from backwardness, a blind eye has been turned to certain recent developments in Ireland:
  • "Since 2003..the number of sexual offences recorded in the Republic has almost doubled" (Irish Times, 5/26/18)
  • "Rates of HIV, Syphilis, Gonorrhea, Herpes and Chlamydia are now soaring despite repeated sexual health education campaigns" (Irish Independent, 1/8/18)
  • There has been a "sixfold increase in marital breakdown since 1986....[and a] huge increase in cohabitation....A third figure worth highlighting is the number of children being raised outside marriage.  In 1986 this was 12.8pc of all children.  By 2011 it had increased to over 28.1 percent....as 'family 'diversity' in Ireland increases overwhelmingly it will be the result of marriage and relationship breakdown and will go hand-in-hand with a rise in families without active, present fathers" (Iona Institute, 10/31/2013).

In 1263, "a German priest, Fr. Peter of Prague, stopped in Bolsena, Italy during a pilgrimage to Rome. The priest is described as having been pious, but found it difficult to believe in the real presence of Christ in the Eucharist.  During his stay, the priest was saying Mass in the Church of St. Christina in Bolsena, and had just finished the words of consecration when blood began to seep from the Host onto the altar and corporal....Fr. Peter immediately journeyed to Orvieto where Pope Urban VI was residing at the time, and informed the pontiff of what had just occurred.  After hearing the priest’s account, the pontiff absolved the priest for his disbelief and had the host and blood-stained corporal brought to the Cathedral in Orvieto where they are still venerated today, and instituted the feast of 'Corpus Christi' a year later" (EWTN News, 10/7/13)

We are gaining support in the Pennsylvania Senate for the Down Syndrome Protection Act, also known as House Bill 2050. This common sense bill, which has already passed the PA House, would ban abortion for the sole reason of a Down syndrome diagnosis.

How Many People Have Hearing Losses and Use American Sign Language?

Estimating the numbers of people with hearing loss is challenging!  And how a hearing loss impacts a particular person depends on the type/severity of the loss, what sort of amplification is possible, the age at onset, and educational/rehabilitation strategies, among other factors.  It is even more difficult to estimate the number of people who rely on American Sign Language (ASL).    
  • Among individual with all types and severities of hearing loss, Jerome Schein and Marcus Delk (National Census of the Deaf Population, 1974) defined "Deaf" people as those whose hearing loss was so severe that they could not hear/understand speech. Schein and Delk found 0.2% of the general population to be "prevocationally deaf" (i.e., to have become deaf prior to 19 years of age).  They also found 90% to have hearing parents and 90% to have hearing children.  Many have assumed that prevocationally deaf people comprise the majority of ASL users. 

    "The Schein and Delk (1974) NCDP report remains the ultimate source for data-based estimates of how many people use ASL in the United States....According to Schein and Delk (1974), the total prevocationally deaf population – civilian, noninstitutionalized persons of all ages – was estimated to be 410,522 persons in 1971....Schein and Delk (1974) provided evidence that there may have been as many as 500,000 people, regardless of hearing status, who signed at home in 1972" (How Many People Use ASL in the United States?  Why Estimates Need Updating, 2/21/05).

How Do We Meet the Needs of People with Hearing Losses Who Rely on ASL?

As per canonist Dr. Edward Peters (the father of a congenitally deaf daughter)  to prospective members of the clergy:
    "* ASL is the first language of over 500,000 Deaf Americans; some two to three million more persons use ASL regularly, making ASL the most common foreign language in America after Spanish.
    * Fewer than 5% of Deaf Americans regularly attend a church (let alone a Catholic church) primarily because language barriers inhibit evangelization, catechesis, and liturgical participation.
    * Recent advances in ASL linguistics and modern communications technologies make learning ASL easier than ever; Deaf ministry programs are now available to train hearing persons with competence in ASL for effective collaboration with the Deaf.
    * College level ASL classes are offered throughout the United States and much of Canada. ASL is recognized as a foreign language by well over 200 American colleges and universities, and opportunities for face-to-face and on-line tutorial assistance are plentiful.
    I hope more hearing students will give ASL some consideration when it’s time to decide on their 'pastoral language.The need is great; the rewards are amazing!" (10/3/08)
