- As it appears only an extremely rare use of military force could possibly be justified, is damage to the Ukraine "lasting, grave, and certain"? Have all other means of resolution been exhausted? On 9/30/22, didn't Russia's Vladimir Putin call for a cease fire? Without U.S. money, would Ukraine have any prospect of success? On the contrary, doesn't continuing risk nuclear war?
