Progress on S.B.3

I am again attaching a flyer that summarizes the content and importance of S.B.3.

The Pa. Health Committee passed S.B. 3 on December 4, 2017 by a 16-10 vote straight Party line vote, as all Republicans voted for S.B.3 and all Democrats voted against S.B.3.  The Committee previously defeated a motion to delay a vote on S.B.3 by a 15-11 vote.  Republican Rep. Alex Charlton, from the Springfield area in Delaware County, voted for this delay motion.

Delay in Final Passage Vote

Reps. Mike Turzai and Dave Reed, respectively, the House Speaker and Majority Leader, have delayed consideration of S.B.3 on the House Floor until December 11-13, 2017.  They took this action at the request of Rep. Kathy Rapp, the Chairman of the Pa. House Pro-Life Caucus.

Kathy desires to be present when the full House considers S.B.3.  Kathy planned to be absent from Session on December 6, 2017 because of scheduled cataract surgery.

I believe that the Pa. House leaders remain committed to running S.B.3 sometime from December 11-13, 2017.  However, danger always exists in delaying a vote on pro-life legislation.

The forces of the Culture of Death are very likely to be present in our State Capitol on December 11 or 12, 2017.  Based on the terrible experience of April 11, 2016 (when Pa. House leaders delayed a vote on similar legislation after Cecile Richards, the National President of Planned Parenthood, visited our State Capitol and urged the defeat of this legislation), this presence can strike crippling fear into Pa. House leaders and Members.

However, I believe that our December 5, 2017 event in our State Capitol, and particularly Speaker Mike Turzai's comments, will provide immunity from such fear.

Our December 5, 2017 Event

Approximately 20 leading pro-life State House Members and 40 pro-life activists attended this event at which Pastor Bill Devlin served as the emcee.  I am attaching a photo of most of the Members who attended this event.  I am also attaching a report ion this event by Andre Dienner, from Pa. Legislative Services, which is a non-partisan and private monitor of the Pa. General Assembly.

In his introductory remarks, Pastor Bill told the story of a 15-year old Yazidi girl from Iraq, whom he, and local Christians, recently rescued from ISIS.  This girl, who became pregnant after being repeatedly raped by ISIS terrorists, resisted numerous attempts to have her child killed by abortion, and later infanticide.

She recently gave birth to her son, whom she named Daniel, an intentionally Christian name because of all the assistance she received from Christians.  With the mother's permission, Bill is arranging Daniel's adoption by a Christian couple in California.

I am attaching a copy of Bill's full report on this story.  Bill is sharing this girl's story in the hope of inspiring courage and commitment from pro-life citizens and public officials.

Reps. Mike Turzai, Kathy Rapp and Sid Kavulich, who is the Democrat Chairman of the Pro-Life Caucus then spoke.  Pastor Bill then led those present in praying for these legislators who will soon be advocating on the Pa. House Floor for advancing a Culture of Life.  Those presenting then responded to a few questions from the many members of the news media who were present.

Speaker Turzai's comments proved especially powerful.  He cogently summarized the content and rationale of S.B.3.  He then contrasted this rationale with the rationale of seeking to eliminate disabilities by killing before birth those who might be born with disabilities.  Mike particularly cited the recent boasting of medical and civil leaders in Iceland that they had "eliminated" Down Syndrome in their country because of the widespread practice of killing all children before birth who might have Down Syndrome.

In Kathy's remarks, she noted the irony and hypocrisy of those Members who oppose S.B.3.  These members routinely vote for Resolutions and state funding to support those with and those providing services to Pennsylvanians with disabilities.  Yet, they advocate for a "legal right" of the mother of these same Pennsylvanians to hire an abortionist to kill them before birth.

Requested Action

Please contact your State House Member and urge him or her to vote for S.B.3 and against all amendments to S.B.3.  You can identify your State House Member by visiting www.house.state.pa.us and clicking on "Your Address" under "Find My Representative."

What Next?

Gov. Tom Wolf has pledged to veto S.B.3.  The passage of S.B.3 with a veto-override majority (of 136 votes) will encourage Pa. House leaders to take a veto override in the Pa. House.

The Pa. Senate passed S.B.3 on February 8, 2017 by a 32-18 vote, which is two short of a veto override majority of 34.  However, one freshman Senator (Daniel Laughlin, a Republican from Northwest Pa.) who ran as a pro-life candidate, voted against this legislation.  Moreover, two Democrat Senators from Northeast Pa., i.e. Senators John Blake and John Yudichak, have sometimes voted for pro-life legislation.  So, obtaining a 34-vote override majority in the Pa. Senate can become a realistic possibility.

Other Issues

After the Pa. House vote on S.B.3, the pro-life movement in Pa. needs to address some other pro-life public policy issues.

They include

1) moving "Priorities Legislation" in the Pa. House and Senate to greatly reduce state funding for organizations, such as Planned Parenthood, that commit abortions;

2) legislative, legal, religious and public resistance to the attempt by Pa. Attorney General Joshua Shapiro to reinstate the Obama/Sebelius Mandate that required the Little Sisters of the Poor, and other religious healthcare and educational institutions, to fund contraceptive and abortifacient drugs in their health insurance plans; and

3) urging the Pa. House and Senate to strongly resist the efforts by Gov. Wolf to direct Pa.'s "Children Health Insurance Program" (CHIP) to fund genital mutilations for children with gender dysphoria.  Wolf and his Culture of Death allies euphemistically call this mutilation "gender confirmation surgery."  The Pa. House recently failed to support the Pa. Senate's 37-13 vote to oppose such funding in Pa.'s CHIP.
