Council May Limit Conversion Therapy (Philadelphia Inquirer, 12/9/16)

Wouldn't this be tantamount to an assault on the conscience rights of health care workers?

Similar legislation just passed in "Catholic" Malta, and it is apparently being questioned whether there will be clergy protection.
